FACTORS DETERRING THE IMPLEMENTATION OF THE CONCEPT OF SUSTAINABLE DEVELOPMENT IN KAZAKHSTAN

Summary 

The success of the global concept of sustainable development depends on the vast range of factors. Kazakhstan is endowed with wide variety of natural resources. This endowment led the country to the natural resource specialization in the international division of labor and  predetermined specific industrial structure of the national economy. As a result country’s reserves of minerals and natural resources gradually get depleted, and environmental conditions get worsen. Furthermore, the natural resource economy generated a number of additional factors deterring the implementation of the sustainable development concept. These factors are the following: 1) Other industries do not develop, because being capital-intensive the natural recourse sector attracts most part of investment. 2) The economic gap between regions increases.  This leads to unfair business and consumption opportunities for households and firms. 3) The export of natural resources disintegrates the national economy. 4) Increased imports of capital and consumer goods might weaken national security of the country.
